What buildings are considered dangerous and why?

On June 21, 2022, the order of the Ministry of Construction of the Russian Federation came into force, defining the criteria for potentially hazardous capital construction projects. This is reported by “Parliamentary newspaper”.

What is the essence of the order?

By this order, the Ministry of Construction determined that objects where more than five thousand people can be at the same time are equated to potentially dangerous. Accidents at them can lead to human casualties (over 500 people) and large material losses (up to 1.2 billion rubles), and this is a federal emergency.

The law refers to two types of facilities. The first one is registered as “unique capital construction projects”. In accordance with the Town Planning Code of the Russian Federation — these are objects whose design documentation provides for at least one of the following characteristics:

  • height more than 100 meters, for wind power installations — more than 250 meters;
  • spans of more than 100 meters;
  • the presence of a cantilever of more than 20 meters;
  • deepening of the underground part (fully or partially) by more than 15 meters from the planning mark of the land.

The law also mentions capital construction objects, according to the Town Planning Code of the Russian Federation — these are buildings, structures, structures and objects, the construction of which is not completed, but continues.

The ministry identified six categories of danger for the above objects and established qualitative and quantitative criteria for them, namely:

  • number of people who died and (or) received damage to health;
  • size damage to the environment and material losses of third parties caused outside the facility.

The approved criteria do not apply to multi-apartment residential buildings, the department clarified.

How exactly do the hazard categories of potentially hazardous objects look like?

The highest hazard category — this is the first. It includes objects, accidents at which can become a source of federal emergencies. The sixth category includes objects, accidents on which can become a source of local emergencies.
