The State Duma adopted in the second and third readings a bill on recycling. It introduces an obligation for Russians to ensure the separate collection of secondary resources. Firms will need to dispose of such resources, TASS reports.
Amendments are being made to the laws “On Production and Consumption Waste”, as well as “On Environmental Protection”. According to the authors of the bill, it will create a sustainable system for the treatment of MSW. This will make it possible to sort waste and halve the amount of waste sent to landfills.
The law establishes the concept of “secondary resources” and «secondary raw materials». From 2030, the disposal of recyclable resources will be prohibited, they will need to be disposed of.
Citizens will need to separately collect recyclable resources in places where garbage accumulates or hand them over to collection sites. These norms will apply from March 1, 2023.
Legal entities and individual entrepreneurs will have to dispose of secondary resources themselves or transfer them to other persons for disposal.
Earlier it was reported that the volume of municipal solid waste in Russia sent for sorting in 2021 increased by 10% compared to 2020.
