Deripaska attributed Kudrin’s success to flower trading experience

Kudrin worked in the executive authorities of St. Petersburg since 1990, was the first deputy mayor of the city Anatoly Sobchak and resigned after Sobchak lost the elections in 1996. After that, Kudrin went to work in Moscow as deputy head of the presidential administration, he was invited to this position by Anatoly Chubais, who then headed the administration. In 1997, he became First Deputy Minister of Finance (under Minister Chubais). In 2000, Kudrin became finance minister in Putin's first government, a position he held until 2011, when he had a public conflict with President Dmitry Medvedev over rising defense and social spending. Medvedev responded by criticizing Kudrin, suggesting that he resign, which Kudrin did. Putin, who was then prime minister, said that Kudrin would remain “in the team.” Later, Kudrin headed the Center for Strategic Research. Since 2018, he has been in charge of the Accounts Chamber.

He emphasized that this was “by no means a reproach”— just economic prerequisites for regime change, in his opinion, do not exist today.

According to him, in eight to nine years Russia will be able to restore the economy without even adapting to current conditions, and if the state supports competition and the debt market, the recovery period will be reduced by another half.

“I I was surprised that Russia turned out to be much more of a market economy than even I imagined it to be. Neither state capitalism nor the criminalization of business could break it. And the successes that the economy is now showing make it possible to say that if the state does not adapt to this, then Russia will restore a much more diversified economy in eight to nine years. If the state is able to adapt to maintain a market economy, maintain competitiveness, create a debt market, then this will happen in four years, — he said.
