The Russian president will not meet with Ukrainian leader Vladimir Zelensky, because Kyiv does not want to fulfill its obligations under the Istanbul agreements. This was stated by Vladimir Putin following the summit in Tehran, RIA Novosti reports.

“In order to create these conditions (for negotiations.— RBC), our troops withdrew from the center of Ukraine, from Kyiv. The Kyiv authorities refused to implement these agreements, although they were practically achieved. So the final result depends, of course, not on the mediators, but on the desire of the contracting parties to fulfill the agreements reached. We see today that the Kyiv authorities do not have such a desire, — Putin said.

Vladimir Putin did not say what specific agreements Kyiv refused to fulfill.

Negotiations on a settlement in Ukraine began on February 27, the parties held several rounds in person and several— in video mode. The delegations achieved the greatest progress during the meeting with the participation of the Foreign Ministers of Russia, Ukraine and Turkey in Istanbul on March 29.

Following the meeting, the head of the Russian delegation and presidential aide Vladimir Medinsky said that Russia had taken “two huge steps towards peace” and decided on them after the written proposals of Kyiv, which became his “first formulated desire for a compromise.” The proposals, Medinsky said, concerned, among other things, the neutral status of Ukraine. Among the points that both parties named, — Kyiv's refusal to aspire to return Crimea by military means, Ukraine's refusal to aspire to enter into any military-political alliances and security guarantees for it from third countries.

However, in early May, both Ukraine and Russia announced the suspension of discussions of a peace agreement. Russian Deputy Foreign Minister Andrey Rudenko said that Kyiv “practically withdrew” peace talks, and adviser to the head of the office of the President of Ukraine Mykhailo Podolyak said that after the last face-to-face meeting in Istanbul, “there are no changes, no progress.” Earlier, Podolyak said that the events in Bucha had changed the “emotional background” and the Ukrainian society began to treat the negotiations with Russia with “much more negative”.
