6 thousand rubles per square meter will be allocated for repairs – whether it is an apartment in a high-rise building or a private residential building
Deputy Prime Minister Marat Khusnullin presented Vladimir Putin with a 100-page master plan for the development of Mariupol. According to him, the city can really be completely restored in just three years. The work will be carried out according to high standards of improvement, which are not yet available everywhere in Russia: Mariupol will receive a new road network, a modern embankment, a large transport interchange hub, a multidisciplinary medical center and modern jobs. Even the preliminary costs of turning the ruins left after the battles into a garden city were not announced at a meeting with the president, but the allocation of funds had already begun. However, this winter, most of the residents remaining in the city will have to spend in temporary housing with minimal amenities.
On Friday, Vladimir Putin received Deputy Prime Minister Marat Khusnullin at his Novo-Ogaryovo residence near Moscow: the official brought a master plan for the development of Mariupol to the meeting. Work on these documents began immediately after the second largest city in the DPR was taken under the control of Russian troops. According to the mayor of Mariupol, Konstantin Ivashchenko, appointed by the authorities of the republic, 60-70% of the buildings were damaged as a result of hostilities, and 20% of the housing stock cannot be restored. The mayor of the city, Vadim Boychenko, appointed by the Ukrainian authorities, estimated the degree of damage to the city's infrastructure at 90%, and the amount beyond repair at 40%. Marat Khusnullin at a meeting with the president did not give his data on the extent of the destruction. However, he assured that for a normal life the city could be restored in three years. And then development will begin – the master plan is designed until 2035.
Today, the main priorities are social infrastructure and housing. By the end of 2022, work will be completed at 90 social infrastructure facilities – these are kindergartens, schools and clinics. For housing, the schedule is scheduled for three years. “What we can restore, we will restore. Everything that we cannot restore, we will build,” Khusnullin said. However, those who do not want to wait will be able, according to him, to receive a housing certificate for the purchase of housing in any locality of the DPR. As for repairs, it is proposed to finance the work at the rate of 6 thousand rubles per square meter, whether it is an apartment in a high-rise building or a private residential building. Residents who want to repair themselves will be able to receive a lump sum payment. As Khusnullin explained, these are really working mechanisms that were used during the flood in Irkutsk and proved their relevance and effectiveness. “If you would approve such approaches, we would prepare an appropriate order together with the Donetsk Republic and approve it at the Government level,” the Deputy Prime Minister addressed Putin. “Let's do that. But this should concern not only the Donetsk Republic, but also, say, the Luhansk Republic,” the President noted. He stressed that people should spend the winter, which is just around the corner, in “normal, human conditions” – in order to “then calmly go to construction and, accordingly, to receive decent housing for people.”
< p>Based on the results of surveys, the Ministry of Construction and Housing of the DPR reported that out of 2,327 apartment buildings that were in Mariupol at the time of the outbreak of hostilities, and 49,343 private houses, 517 and 7,929 buildings, respectively, could not be restored. Only 261 (!) High-rise buildings and 10802 IZHS have no damage. Thus, almost 70% of Mariupol's multi-apartment housing stock will have to be restored and repaired. And rebuild 22% (Volumes for private houses: 62% repair and 16% new construction) Now 12 five-story houses are being built in the city, designed for 2.5 thousand apartments. (The first six are planned to be submitted by September 1, the remaining six by November 1). However, it is quite obvious that even if these deadlines are met, most residents of the destroyed city will have to spend the coming winter in temporary housing: according to Mayor Ivashchenko, 30 hostels and other objects of the maneuverable fund have been selected, where by October 1 “at least minimal conditions should be prepared” for human habitation.” Now even water in Mariupol is supplied by gravity: pumps cannot be started due to a large number of breakthroughs. The picture for heating systems is obviously similar.
In the Russian regions, meanwhile, builders are being recruited to work in the DPR and LPR: according to a government decree, shift workers are entitled to double wages, daily allowances and insurance – 3 million rubles for injury and 5 million for death. Local authorities wanted to involve captured Ukrainians in the restoration of the city, but the Russian military explained to them that this was contrary to international convention.
How many people can stay in Mariupol for the winter is known from the words of Konstantin Ivashchenko. In a recent interview with TASS, he said that there were fewer people left in the city than officials thought. The census counted 200-218 thousand people instead of the expected 300 thousand. Before the start of the special military operation, the city, we recall, had 430 thousand inhabitants. However, officials believe that the population deficit will be quickly overcome. According to the master plan, 500 thousand people will live in Mariupol by 2035, and by this time it will be transformed beyond recognition. “We have made a completely new transport infrastructure, we want to use the railway and restore the entire tram service. We are planning to make a new transport interchange hub… We have worked out completely new street standards with parking space, with landscaping,” Khusnullin told Vladimir Putin. According to him, a competition will be held for the historical part of the city with the participation of famous Russian architects. A well-maintained embankment and a beach will also appear in the city.
However, it is not entirely clear from the Deputy Prime Minister's speech how the issue of jobs will be resolved. Before the special operation, a tenth of the inhabitants of Mariupol (that is, 40 thousand people) worked at industrial enterprises – these are Azovstal, the Ilyich Iron and Steel Works and Azovmash. All of them were built into the European chains of cooperation, which are now destroyed and cannot be restored in the near future. And in Russia itself, because of the sanctions, steel production is falling. Marat Khusnullin (without details) told Putin only about the prospects of Azovstal. “We see that it is still possible to save some jobs there without restoring hazardous production,” he said. Local authorities, in turn, expect that other enterprises will also be able to resume work.
“The industrial potential of our city should be high, and the plant named after. Ilyich, and the Azovmash plant should be restored,” Ivashchenko said. According to him, technically, this can be done no earlier than the summer of 2023. However, officials are still ignoring the problem of ownership (all enterprises had owners before February 24), specialization and potential production load.
