On September 19, two large Turkish private banks— Isbank and Denizbank stopped servicing Russian Mir cards. Denizbank did not give a specific reason.
A week earlier, the US Treasury Department indicated that financial institutions that enter into new or expand existing agreements with the NSPK “at the risk of supporting Russia's efforts to circumvent US sanctions.” At the same time, the Mir card operator itself not under US sanctions.
